지난 2월 28일 고위 당정청 협의서 추경안을 점검한 결과 19조 5000억원 규모의 4차 재난지원금을 마련해 3월 중으로 지급하기로 한 바 있습니다.. 앞선 재난지원금에 비해 이번 4차는 지원 대상을 더 확대하고 사각지대에서 지원을 받지 못하는 분들에게도 도움이 닿을 수 있게 한다는데 목표를 두었다고 합니다. 

 

 

이번 재난지원금은 소상공인, 고용취약계층에 대한 긴급 피해지원금 , 긴급 고용대책, 방역대책 등 세가지 큰 프레임으로 구성이 되었습니다. 

 

소상고인, 고용취약계층에 대한 긴급 피해지원은 지원 대상을 넓히고 정부의 방역조치에 따른 피해정도를 기준으로 5개 구간으로 나누어서 재난기본소득을 지급하기로 했습니다. 

 

이번에 이슈가 된건 바로 노점상 , 임시일용직 등 지원대상의 사각지대에 놓였던 분들을 대상으로 50만원의 생계지원금을 지급한다는 내용인데요. 

 

소득 파악이 어렵고 세금을 제대로 내지 않는 노점상에게 어떤 기준으로 재난지원금을 지급할지에 대한 논란이 앞으로도 많은 관심을 받을 것이라 생각이 듭니다. 

 

 

 

 

 

 

4차 재난지원금 노점상 지급에 대한 찬성의견을 들어보면 코로나19로 인해 많은 어려움을 겪고 있을 사각지대에 있는 분들에게 지급은 당연한 것이라는 의견이 많습니다.

허나 반대의견에서는 점포임차 등의 비용부담이나 각종 세금에 대한 부담을 피하면서 소득을 내고 신고도 하지 않는데 어떤 식으로 소득 감소를 입증하고 증명할 수 있을지, 지급 기준이 애매모호 하다는 의견이 많이 있습니다. 

 

이미 4차 재난지원금 노점상에 지급은 결정된 사항이라서 번복하지는 않겠지만 기왕 받으시는 재난기금 유의미하게 잘 쓰셨으면 좋겠습니다. 

 

그렇다면 노점상 지급 기준은 어떻게 되고? 신청 한다고 어떤 노점상이든 다 주는걸까요? 

 

 

허영 대변인은 생계곤란을 겪는 한계 근로 빈곤층에 대해서는 50만원의 한시 생계지원금을 지급하기로 했다, 

"생계 불안을 겪는 노점상의 경우 지자체 등에서 관리하고 있는 분들은 사업자 등록을 전제로 별도 심사없이 개소당 50만원의 소득안정지원자금을 지급하기로 했다. 제도권 밖의 노점상에 대해서는 한시 생계지원금을 통해 생계 안정을 지원하기로 했다"

그런데 제도권 밖의 노점상은 증명할 방법은 어떻게 될지가 궁금합니다. 

각종 서류나 증거로 보여줄만한 것들이 없기에 어떤식으로 이루어질지 난해한 면이 있습니다. 

 

과연 사업자등록을 한 노점상은 얼마나 될 것이며? 

그렇지 않은 제도권 밖 노점상은 어떻게 그것을 증명할 수 있을까요?

 

 

 

 

 

 

 

 

지난 3차 재난기금에 비해서 금액이 매우 많이 늘어나고, 대상도 확대된 상태인데 아마 전국민을 대상으로 지급하는 보편적 지급이 아니기 때문에 많은 국민들이 더 관심갔고 노점상 재난기금에 대한 사항이 논란이 된게 아닐까 싶습니다.

However, there are many opposing opinions that the payment criteria are ambiguous as to how to prove and prove the decrease in income, as they do not make income and report it while avoiding the cost burden of renting a store or various taxes.

 But I wonder how the street vendors outside the system will prove it. 
There is no document or evidence to show, so it is difficult to see how it will be done. 
How many street vendors will be registered as businesses? 
How can a street vendor outside the system prove that?
Compared to the third disaster fund, the amount has increased very much and the target has expanded, but it is probably not a universal payment to the entire nation, so many people were more interested and the issue of the street vendor disaster fund has become controversial.
